A company needs a technology arm capable of fulfilling business commitments. This means being able to understand the true business problem and react to requirements of a date and budget required to solve the problem. Typical approaches are what is called "the business of engineering", where technical organizations "engineer" the solution based on their own discovery process, then force themselves and their businesses to react to their own completion date and budget. A consultants approach is different as it attempts to become a true partner capable of fulfilling business commitments.

The only way that any technology group can be successful in the business’ eyes is to "engineer within the business" instead of being in "the business of engineering". This means working within the real-business constraints to solve the need. There are two major facets of a company's ability to fulfill business commitments -- an ability to deal with complexity and effective risk management.
